ULUDEF operates under a transparent and accountable governance framework designed to ensure ethical conduct, strategic oversight, and effective coordination across its activities. The governance structure supports the federation’s mission while respecting the autonomy of its member organizations.

Governance Framework

ULUDEF’s governance framework is based on principles of transparency, shared responsibility, and collective decision-making. The federation is guided by its governing bodies, advisory mechanisms, and internal policies, which together ensure alignment with its mission, values, and ethical standards.

The governance system is designed to support strategic direction, oversee key decisions, and maintain accountability, while day-to-day activities are carried out through voluntary participation and collaborative efforts.

Governing Bodies

ULUDEF’s governance structure includes the following bodies:

  • General Assembly

  • Executive Board

  • Advisory Bodies (when applicable)

Each body operates within defined roles and responsibilities to ensure balanced governance and effective coordination.

General Assembly

The General Assembly is the highest consultative body of the federation and consists of representatives of member organizations. It provides a platform for dialogue, information sharing, and collective consultation on strategic directions, policies, and major initiatives.

The General Assembly supports the federation’s long-term vision while respecting the independence and diversity of its members.

Executive Board

The Executive Board is responsible for providing strategic guidance and overseeing the implementation of the federation’s objectives. It supports coordination among members, ensures adherence to internal policies, and represents the federation in accordance with its mandate.

Board members act in a voluntary capacity and are expected to uphold the highest standards of integrity, responsibility, and ethical conduct.

Advisory Bodies

Advisory bodies may be established to provide expert guidance on specific thematic areas, programs, or strategic initiatives. These bodies operate in an advisory capacity and do not hold decision-making authority.

Their role is to contribute expertise, experience, and independent perspectives in support of the federation’s mission.

Ethics, Accountability and Transparency

ULUDEF is committed to ethical governance, accountability, and transparency in all its activities. The federation operates in accordance with its Code of Conduct and related internal policies, which guide the behavior of its governing bodies, members, and participants.

ULUDEF does not collect membership fees and does not provide financial funding to its members. All activities are carried out on a voluntary and non-financial basis, reinforcing the federation’s independence and ethical integrity.
